It’s up to us to either bring Shepard to light or stop him. We are all horrified to see Shepard as we see very plainly that Shepard has been fully indoctrinated. Now another scenario is whoever Shepard romanced, are who we play as that person. If they are too low, you have to stop Shepard and it falls upon you(in my case Jack or Garrus) to activate The Crucible and end the cycle.
